They hold the two vertical edges of the blind inside channels. That stops the fabric flapping, keeps the edges sealed against wind and insects, and takes strain off the fabric, so the blind lasts longer.
Either. Manual is fine on a normal patio drop; motorised is worth it on wide or tall blinds, or where you open and close them daily.
It depends on the blind and on what it is fixed to, so it is a site call. If the existing blinds are worn anyway, re-covering into a track system at the same time is usually the better spend — see repairs and recoveries.
